MINIMUM TRAINING & EXPERIENCE Graduation from high school plus two (2) or more years of experience in plumbing or utility services. Previous municipal experience preferred. Must possess and maintain a valid Florida Driver's License and have an acceptable and safe driving record.
EMERGENCY DECLARATION STATUS Code 2 - Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work.
GENERAL STATEMENT OF JOB Under limited supervision, performs skilled technical work in the installation, activation and deactivation of water services provided by the Utilities Department. Work involves installing and servicing meters, investigating complaints of leakage from water fixtures, and investigating illegal water connections. Work also involves frequent contact with utility customers concerning new accounts, delinquent accounts and account terminations. Employee must be able to operate various computer equipment. Employee must exercise some independent judgment in completing assigned tasks. Employee must also exercise considerable tact, courtesy and firmness in frequent contact with customers and the general public. Reports to the Field Service Supervisor.
SPECIFIC DUTIES & RESPONSIBLITIES ESSENTIAL JOB FUNCTIONS
Accesses various computer systems for customer account information and meter reading reports concerning consumption, account balance, service/meter information. Performs file transfers between Computer to Meter Reading System and electronic devices. Initiates, terminates, and restores utility service. Maintains communication concerning utility customer accounts with the customers and Customer Service via phone, radio, and or email.
Repairs or replaces damaged or malfunctioning meters or meter boxes, as necessary; clears mud, debris and other matter from meter boxes. Checks to see that meters are functioning properly and reports any defects not otherwise resolved to a superior; maintains records and logs of meter maintenance, repair or replacement work performed. Assists meter readers in identifying water line routes and locating meters. May assist in reading water meters using electronic devices/software on an as needed basis.
Responds to customer complaints or inquiries, explaining departmental rules, regulations and procedures, and seeking to resolve disputes; inspects water service and meters for source of reported leaks and/or excessive consumption, collecting payments in the field. Investigates illegal water connections and files reports as necessary.
Generates various electronic reports to identify any discrepancies or abnormalities with data retrieved during meter activities. Electronically initiates work orders concerning deficient utility service connections, to include meters and related appurtenances. Receives electronic work orders from computer system, performs required activity, and enters pertinent data to close work order.
Performs routine maintenance to include the daily cleaning of the truck and all equipment. Responsible for completing any special assignments which are given by the supervisor. Inputs information to supervisor for daily and weekly schedules. Responds to citizen and staff complaints and other concerns that involve any of the functions described herein. Use courtesy and tact when dealing with the public and employees.
ADDITIONAL JOB FUNCTIONS
May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after hour calls. Performs other duties as assigned. Responsible for regular attendance, arriving to work on time and presenting a neat appearance.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.
Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays,1 birthday holiday and 1 anniversary holiday.
Paid Leave: Accrue 96 hours of vacation per year, accrued hours increase after 5 years of service based on years of service. Accrue 96 hours of sick leave per year.
Tuition Reimbursement: Upon completion of the initial probationary period, employees are eligible for tuition and book reimbursement for college level courses for Associate's, Bachelor's and Master's Degrees. (Currently frozen due to budget)
