Idaho National Laboratory is hiring an IDEAL Workforce Program Specialist to work in our IDEAL department. Our team works a 9x80 schedule fully remote with every other Friday off. You will report to the Senior Manager over the IDEAL Workforce Programs Office. National and Homeland Security Directorate is looking for a team member to lead development and expansion of new and ongoing programs and opportunities for engagements that strategically identify partnerships at state and federal agencies, targeted Science, Technology, Engineering, and Mathematics (STEM) organizations, Historically Black Colleges and Universities (HBCUs), minority serving institutions (MSI), including military partners, veterans' programs, professional organizations and societies, and important industries sectors to support N&HS mission areas. Responsibilities Include:

  • As an individual contributor you will work with IDEAL Workforce Program Manager, Division Directors, and Department Managers to develop clear and relevant strategies and plans that are aligned with the Laboratory's strategy as defined in the "Lab Plan" to increase inclusivity in the National and Homeland Security.
  • Identify potential funding opportunities and work with IDEAL Workforce Program Manager, Division Directors, Department Managers to assemble teams, identify mentors to pursue appropriate opportunities.
  • Develop partner relationships, both internally and externally, by initiating and developing strategic contacts, providing professional communication, organize meetings and visits, and work with partner agreements, professionals, and others subject matter experts to formalize the relationship(s).
  • Direct assigned strategic programs. Ensure projects include current and relevant factors from different perspectives and contexts; enrich relationships with federal partners, universities, specifically HBCUs/MSIs and INL staff to plan for and achieve results.
  • Provide strategic leadership in national and homeland security areas of interest, with specific interest in nuclear nonproliferation and defense programs and operations, with a broad range of high-level partners both internal and external to INL. These activities include complex efforts that span government and private organizations, and INL technical capabilities
  • Contribute to high-level activities for overall lab improvements. Provide broad perspective and guidance on a full range of N&HS mission enablement strategies and programs.
  • Represent INL at conferences, on federally led working group panels, community events, and other relevant events.
  • Monitor and report performance against strategic goals.

Qualifications: Minimum Requirements:
  • Level 4: Bachelors and 9 years of relevant experience; Master's and 6 years of relevant experience; or 15 years of relevant experience in lieu of degree.
  • Level 5: Bachelors and 14 years of relevant experience; Master's and 8 years of relevant experience; or 20 years of relevant experience in lieu of degree.
  • You will be asked to have a working knowledge of and be conversant in multiple specialty areas such as:
    • Military ranks and branches
    • Defense and Military Programs
    • Nuclear Non-proliferation
    • Nuclear Engineering and Science
    • Electric Grid/Power Systems
    • Cyber Security
    • Data Science
  • Experienced with US national laboratories with the ability to effectively work with directorates, and divisions, strategizing to achieve both long- and short-term goals.
  • Work with IDEAL Program Manager and National & Homeland Security Division Directors to identify potential funding and programmatic opportunities based on division and directorate needs.
  • Experience building positive connections with peers, leadership and important partners, including federal partners and STEM organizations.
  • Experience engaging Minority Serving Institutions (MSIs), Historically Black Colleges and Universities (HBCU) and underrepresented and diversity focused professional societies to encourage and support INL and N&HS' "IDEAL" (DEIA) philosophies.
  • Experience with Human Resources Information Systems and Customer Relationship Management software, such as Taleo, PeopleSoft, and ICMS.
  • Project management, project controls (including cost benefit analysis, deliverables and compliance), and program management.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, and coordination of people and resources
  • Federal contracts management with FAR and DFAR experience.
  • Have direct military experience with the ability to discuss rank and importance with military personnel.
  • Experience with military programs such as DoD Skillbridge and Hiring Our Heroes
  • Be accomplished in crucial conversations; requires communication of N&HS capabilities and directorate needs to external partners.
  • Experience speaking comfortably to large audiences, such as universities, professional societies, and conferences.
  • Provide briefings to high-level leadership (internal INL leadership, federal partners, military, and national laboratories). This may be classified briefings.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship
Job Information:
  • The pay range for this position is: Level 4 ($91,008 - $186,588)/Level 5 ($109,260 - $223,908). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
