About the Role:

Performs semi-skilled landscape and grounds maintenance work utilizing light to heavy-duty landscape equipment to maintain the grounds of the Raleigh Housing Authority (RHA). Work involves: operating and maintaining mowers, trimmers, weed eaters, blowers, and light tractors; assisting in maintaining landscape and grounds; preparing landscapes for renovations; performing limited landscape and grounds construction; and following safety guidelines.

Essential Functions

  • Performs regular shrub pruning to maintain a neat appearance throughout RHA properties.
  • Performs semi-skilled landscape and grounds maintenance work utilizing light to heavy-duty landscape equipment to maintain the grounds of assigned property.
  • Mows and trims grassy areas.
  • Cares for established lawns by mulching, aerating, weeding, watering, and trimming/edging around flower beds, walks, or walls.
  • Performs landscape maintenance and renovations such as: pruning, trimming bushes, planting and removing trees and bushes, seeding areas for grass, and grading or repairing grounds as needed.
  • Blows leaves; rakes and removes leaves from grounds.
  • Completes work orders for turf management and landscape projects as needed.
  • Clears storm drains of debris.
  • Makes sure mailboxes are functional, clean, and without graffiti.
  • Gathers and removes litter and glass from property including parking lots; ensures dumpsters are clean and without bad odors.
  • Ensures playgrounds are clean; removes sharp edges; secures chains and removes fall or trip hazards.
  • Makes certain that fences are without holes, are not leaning, and are not missing sections.
  • Ensures area lighting is working and offering sufficient illumination.
  • Makes sure grounds are free of graffiti, that property signs are readable and erect, and that there are no obvious conditions that exist that could cause damage.
  • Picks up litter; removes bulk trash.
  • Uses independent judgment and expertise to elevate the appearance of assigned property within Raleigh Housing Authority’s (RHA) landscaping guidelines.
  • Completes preventive maintenance and repairs on equipment; maintains replacement part inventory and supplies as needed; ensures proper operation of equipment; and performs operation tests of equipment.
  • Keeps all areas free of weeds.
  • Follows related Occupational Safety and Health Administration (OSHA) regulations.
  • Performs related duties as required.

Education and Experience

High school diploma or equivalent; 1 year of related work experience in landscaping maintenance and renovation work including the use of light to heavy-duty equipment; or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities to perform this job.

Certification, License, and Special Requirements:

  • Valid North Carolina (NC) driver’s license.
  • North Carolina Pesticide Applicators (Grounds) Certification is preferred.

Knowledge, Skills, and Abilities

  • Knowledge of landscaping design principles and practices to perform and provide support for special projects.
  • Knowledge of the practices, procedures, materials, and equipment used in the landscaping maintenance trade.
  • Skill in using a variety of hand, power tools, and light and heavy-duty equipment necessary to perform landscape and grounds maintenance construction and renovation work.
  • Skill in communicating, both orally and in writing.
  • Ability to interpret simple blueprints, sketches, and drawings.
  • Ability to read and interpret landscape designs and specifications.
  • Ability to diagnose mechanical problems and to take the necessary corrective action.
  • Ability to understand and follow oral and written instructions.
  • Ability to prepare specifications as to equipment needs and repair needs.
  • Ability to initiate work projects and work independently.
  • Ability to exercise tact and courtesy in contacts with department heads, public officials, and the general public regarding requests for service.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.

Physical Demands:

This work is physically demanding and requires applying up to 20 pounds of force constantly; applying 30 pounds of force frequently; and exerting up to 100 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, handling, hearing, kneeling, lifting, pulling, pushing, reaching, speaking, standing, stooping, and walking.

Working Conditions:

Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others. Work is performed outside in heat/cold, wet/humid, and dry conditions with exposure to fumes, odors, and dust as well as exposure to noise levels that may be distracting.
