Under direction, manages a major City-wide public health program of considerable scope and magnitude, and performs related duties as required. The Public Health Administrator III (PHA III) in this role will be responsible for supporting the growth of new and emerging programs in the Office of Chronic Disease Prevention and Health Promotion.

This position will manage a childhood Asthma in Healthy Homes program in conjunction with the Lead Hazard Prevention Program as 50% of their role. This role will conduct the day-to-day operations of the program, which includes developing and distributing marketing materials, receiving and forwarding new referrals, application review, conducting intake screening, vetting mitigation proposals, ensuring contractor invoices are received and paid, updating policies and procedures, and monitoring grant requirements. This role will assist the Healthy Homes Program Director in developing and implementing the program to include reviewing and updating policies and procedures for conducting risk assessment and for developing scopes of work.

The remaining 50% of this role with be primarily devoted to development of food access programs in conjunction with external partners and policy analyst. The role may be responsible for increasing access to food benefits through development and distribution of marketing materials, developing pipelines and ensuring distribution of food resources to clinical sites or community organizations, supporting agencies with technical assistance for funding food vouchers or enrolling clients in food benefits, and field visits to support capacity and infrastructure to host fresh produce in community sites.

Additional scope for this role may include support for the tobacco/vaping program, hypertension and heart disease program, or other emerging programs.


ESSENTIAL DUTIES
  • Managing the day-to-day tasks for launching a new program, including developing processes, protocols, work flows, and guidelines based on available public health evidence
  • Develops and implements program plans, objectives, standards, and procedures for use by staff or delegate agencies in providing programs and services to clients
  • Supervises professional staff and oversees delegate agencies in the administration of programs and the delivery of services to clients
  • Develops requests for proposals (RFPs) and assists in selecting service providers and negotiates scope of services for contracts
  • Creates and/or uses program evaluation tools (e.g., Program Evaluation Monitoring System) to ensure agency compliance and oversees the monitoring of administrative, operational, and fiscal components of programs to determine their compliance and effectiveness in meeting established goals and quality standards (e.g., conducts site visits to review agencies' program and fiscal documentation)
  • Provides technical assistance to delegate agencies found to be in non-compliance and monitors agencies' progress in correcting identified deficiencies
  • Recommends corrective action in cases of non-compliance with contract agreements
  • Establishes linkages and partnerships with health and social services agencies to facilitate resource sharing (e.g., assists agencies with their outreach needs, provides information)
  • Oversees the maintenance of program records and the preparation of narrative and statistical reports on program activities
  • Implements procedural changes to modify and improve the quality and scope of programs and services
  • Trains or directs the training of staff and/or delegate agencies on program administration procedures
  • Prepares program budgets, monitors and approves expenditures, and authorizes payments to agencies for services provided
  • Writes grant proposals to obtain program funding
  • Oversees the maintenance of program records and the preparation of narrative reports on program activities
  • Works with advisory groups in planning and modifying programs • Recruits volunteers to conduct outreach for programs and services

MINIMUM QUALIFICATIONS
Education & Experience
  • Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, or a field of study directly related to the responsibilities of the position; AND
  • three (3) years of progressively responsible experience in the administration of public health programs; OR
  • an equivalent combination of training and experience
Preferred Qualifications
  • Three years of experience working in public health programs
  • Three to five years of experience in project management
  • One to two years in program management or program oversight
  • Two years of experience overseeing chronic disease programs in adults or children, especially childhood asthma, food placement or food access, or nutrition
  • Previous work experience with housing code, housing rehabilitation, healthy housing programs, or lead hazard control
